There are good guys in this fight. State Reps such as Ingbretson and Itse are trying to kick the stool out from under these schemers, by introducing bills that attack Claremont directly.
How did this all get started?
It's all the fault of the Claremont and Londonderry decisions.
Quote:
Small spheres of control allow those disaffected taxpayers the moral choice to leave, provide the closest approximation to market competition. As long as there are other small areas of control, people have a chance of finding an area more compatible to their views. What happens when the area of control is large? Then, mistakes affect many more people, and, worst of all, there is nowhere else to go.But centralized, state control of local schools is exactly what the New Hampshire Supreme Court justices had in mind when they came to rule on “Claremont One”. For them, the ends justified the means. Even if the New Hampshire Constitution did not allow for state control of education, such a fact was irrelevant to the justices.
With “Claremont One”, they were able to introduce the spurious idea that education was a “right”, the philosophical premises of which do not exist. Such judicial activism is bad enough, but with their decision in “Claremont Two”, in December of 1997, they were able to implement their plan to eliminate local control of education.
2008-DEC-22 Hudson pushes back on kindergarten mandate
Quote:
Despite the state Legislature's demands that all districts have kindergarten programs in place by fall 2009, the Hudson School Board has said it will not add public kindergarten to its budget for next fall nor will it put the matter on a warrant article.Instead, the district has filed a lawsuit against the state, which claims the state's demand that districts fund public kindergarten programs is unconstitutional because it represents an unfunded mandate.
2008-DEC-10 Call for Fremont to be the next Claremont!
Reasonable people may differ on how best to deal with unfunded mandates but another Claremont would be another disaster. Budget Committee moderator Andy Kohlhofer takes SAU83 school representative Peg Pinkham to task for proposing what seems like a cure worse than the disease.
2008-MAY-16: A reprieve for charter schools
2008-MAY-14: More good news: CACR34 stumbles in House
Quote:
A vote on whether to adopt language the House Finance Committee approved 20-5 last week, failed to gain even a simple majority, and was defeated 140 to 222.
It's a shame we have to take comfort in their failure to get their act together but that's the way it is. Our elected representatives are NOT on our side.
2008-MAY-14: Some good news on the charter school front:
Quote:
CONCORD – Just one day after voting to cut all funding to seven charter schools, the Senate Finance Committee reversed itself yesterday. The change of heart involves minimal funding - about $300 - but means that if the bill passes, more money could be forthcoming. The House passed a bill that sent $1.5 million to 10 charter schools.
2008-MAY-8: They've reached a compromise between bad and worse.
Quote:
The proposed amendment language:"The state shall provide every child the opportunity for a public school education, which opportunity fulfills the state's duty with respect to public education provided for in Part I, Article 83. It shall be the duty of the legislature to define the content of an education adequate to prepare the student to become a productive and contributing citizen and to determine the total statewide cost of providing that education to all public school students. The legislature shall have the authority and responsibility to raise the funds that total the statewide cost of this education and to distribute these funds in a manner that alleviates local disparities in educational opportunity and fiscal capacity, provided that every school district shall receive a meaningful share of these funds.
A compromise between the legislative branch and the courts, dividing up the power between them. Who's left out? The people!
2008-MAY-1: Now Terie Norelli is moving to make the situation worse.
Quote:
The amendment differs from one backed by Gov. John Lynch and passed by the Senate in February by preserving oversight for the court. During the 1990s, critics of the court's school funding decisions backed constitutional amendments to eliminate or seriously curtail the court's role.
2008-APR-8: On a related note, home schoolers are also under attack. Keith Murphy sums it up
Quote:
Senate Bill 337 is scheduled for a hearing before the House Education Committee at 10 am on April 15th in Representatives Hall, in the State House. Regardless of your party affiliation, if you believe in the principle that parents should be able to raise their children without onerous state oversight, please consider either attending the hearing to speak against the bill or calling the members of the education committee to ask them to oppose it.
Here's video of Peter Bearse's testimony against SB337.
2008-MAR-27: Tom Fahey of the Union Leader continues to ignore the real point. All he will cover is the argument over just how badly the state will screw us on education and taxes. He won't even acknowledge that there exists any question over whether they ought to screw us at all.
The mainstream media has done a terrible job covering the education issue. They've made no effort at all to cover the real story. Look at all the amendments and bills mentioned on this page. Have you seen these mentioned in the newspapers?
Mr. Fahey of the Union Leader has no excuse. I've sent him plenty of replies alerting him to the bigger story. Some of them even showed up on their website. But Fahey himself makes no acknowledgment at all.
Whether he's biased, bought off or just plain lazy I don't know. But I would hope for better from the closest thing to a New Hampshirite paper we have left in this state.
2008-MAR-7: Dave Ridley has a roundup of the bad news from March 5th:
2008-MAR-6: March 5th was a day of arrogance and frivolity on the part of state reps in the House session. They voted down a lot of good amendments and Mary Walz of Bow openly mocked the voters in her CACR23 testimony.
2008-FEB-29: The other other shoe drops. "Donor towns" are part of new education bill
2008-FEB-23: Heads-up from Jane Aitken of CNHT. On GraniteGrok: the UN's International Baccalaureate indoctrination program.
2008-FEB-22: CACR34 blows through the Senate. This is a bill that pleases neither side. It seems Lynch is always trying to compromise on an issue where no middle ground exists. Very stupid.
Damning quote:
Senate Majority Leader Joseph Foster, D-Nashua, the bill's prime sponsor, said the amendment continues to give the courts oversight of school funding.
2008-FEB-15: Dave Ridley interviews several state Reps (Casey Crane, Joe Kenney and Paul Ingbrestson) on an amendment for local control of schools:
And here's Dave Ridley on a bill to protect incompetent teachers from being fired:
2008-FEB-12: An nhinsider.com poster warns about International Baccalaureate indoctrination coming to Gilford, Windham and Bedford.
2008-FEB-06: Dave Ridley reports on the fight to defend home schooling:
2008-JAN-29: A schedule conflict prevents me from attending the CACR21 hearing Tuesday morning, so I've emailed in my testimony. Other liberty activists will be there.
Here's Ed Naile's column on how this has ruined other states.
Biker Bill has video of CACR21 testimony by Paul Ingbretson, Pam Ean, Howard Wilson, Dan Itse and others.
